Using a trigger upon start up

Hi,

I was just wondering it it’s possible to trigger an event handler upon the start of a process?
If I want to be able to start a process, and it to start something, then once a key thing happens, it triggers the first thing again. Is it possible?
Additionally, is it possible to limit the amount of triggers that can occur at the same time?
