I also have the same issue.
I am using Version 21.3.25-release.5 Orchestrator.
When I m trying to see the Actions in the Orchestrator dashboard, it throughs this error
Request anyone to let me know how to see the “Actions” with out this error.

I am having the same issue it is a new account. I am doing training with 20+ people on how to use Automation Hub in a few hours. I hope to have this fixed before the training. If I do I will post the solution.
Here is what I was told the problem was. This is a new account. We had two users myself and my boss which had setup trial accounts. When they assigned the paid account they the trial accounts need to be merged to the paid account. The reason I am getting the error is my boss who is the admin on the account need to add me to the account. Find out who is the admin and have them add you to the cloud account or if they are unavailable like my situation have the help desk add you to the account. If you end up with multiple accounts such like we did you can because of multiple trials merge you accounts.

Post enabling the service, we have an option to create a fresh new Automation Hub instance or to migrate one or both of the existing instances

Steps to create a new Automation Hub instance are similar to the ones for the migration, we need to select “Create new Automation Hub” instead of “Migrate existing”.
Please note that the migration must be performed by a user who is both Org Admin in Automation Cloud and the account owner of the Automation Hub instances.

Did you have any luck figuring this out? I have been facing this issue the last 2 days with no luck on fixing it.
I was facing same issue. For me worked this solution:
1. logout form Orchestrator in browser
2. clear cache in browser
3. logout from UiPath Assistant app
4. login back into UiPath Assistant app
Now it’s working

Logout From the old orchestrator user and login with with new user.
No Data loss if you dont clear your PC
