Hey,
I found similar issue here:

Error 80040154 "Retrieving the COM class factory for component with CLSID..."

Turns out, deleting the .nuget folder (for me, was in “C:\ Users \ username \ .nuget”), allowed me to reinstall UIpath with a working version. Works fine now.
