Hello Im using UiPath Studio Community Edition 23.12.0 and I came across this issue when using the retry scope activity with only one activity. So when the default surrounding action scope is also deleted and you want to put a breakpoint on one activity the breakpoint doesnt function and the activity gets executed. Also if you put the breakpoint on the default surrounding action sequence the breakpoint doesnt work either. Its really easy to reproduce. There is an example workflow image below.
