I am currently facing issue where I can’t create a model for Chinese(Simplified) language. It says I’ve entered a wrong OCR URL and I can’t use the default URL as it does not capture these Chinese characters.

Are you sure selected OCR is capable to read chinese language.

Chinese simplified is supported in Microsoft OCR. Please read this one for more clarity.

tried and gave me similar error
but that requires subscription right
you can always try this with the Microsoft trial OCR version.
