Orchestrator on Azure can't connect to Robot on Local PC with HTTPS protocol

Now, I’m planning to implement Orchestrator and now testing it with the community edition in testing environment.

Using HTTPS protocol, it can’t connect Orchestrator on Azure to Robot on Local PC(it can’t even see Orchestorator on browser from the Local PC)

Does anybody know this problem?

Using
・Azure
・IIS
・Windows Server
・VPN
・VM
・Self signed certificate
(Following Orchestrator install Guide on UiPath Website Except for VM and VPN part)

When changing HTTPS to HTTP on setting of URL bindings of the IIS console , the Orchestorator and the robot can be connected
