OCR PDF Blur or partially visible PDF

How to extract a data from Blur or partially visible PDF with atleast some 90% accuracy can anyone help me Tried OCR Tesseract and Microsoft. But doesn’t give a good output

So, may I ask whether the data in the pdf are readable by human eye without any additional effort? Or does it require some thinking to identify what it is?
