Last monday of last month & Second Sunday of next month

Hi All,

Is there anyway I can calculate the Last monday of last month & Second Sunday of next month?

Today is 2019/09/09 so last Monday of last month should be 2019/08/26,
and second Sunday of next month should be 2019/10/13
