Only row which has duplicate IMM number If IMM number is different then this is different data(e.g. in screenshot 123 and 456 is both are different)
1 Check the State column row value in A-State value if its match then update all this column value A-State B-State Value 1 Value 2 A-Local B-Local value 3 Value 4 in each row
2.Delete above above row value which is not match (IL is not match NY)

Looks like you posted the same thing this morning
Here I see you don’t care about the ID column
Just care about A-State and State
If check A-State then assign
