Improved Local watch: local window should display values of arguments as well

Currently, we can not see values of arguments in local window. It means higher overhead and rework while programming and debugging. It would be handy if local screen can show values of arguments.

@loginerror: We were using 2018.6 when I raised the suggestion. Recently upgraded the platform to 2019.10 and it is just amazing.
