We’ve seen this issue before and is related to the Office installation. You can try a few methods for troubleshooting.
- First workaround is to repair Office with Online Repair (Instead of quick repair)
- Second is to fully remove Office, re-register the oleacc.dll by elevated cmd “regsvr32.exe oleacc.dll” and reinstall it again.
Excel application scope : Error openning workbook. Make sure Excel is installed - #27 by nicolas.roussel - Third way is to open to Regedit and see under HKEY_CLASSESROOT\TypeLib if there is 2 version (32bit and 64bit), then remove the one that you didn’t install:
