May be you are using the Community edition or your Enterprise has expired.
For Enterprise edition only we are able to use AI Center.
If you want to use AI Center then you have to enable the Enterprise Edition for Community users there is a option to use Pro Trail for 60 days, you can able it to use the AI Center. It is free to use.
You can able it from Orchestrator you are already in License page in orchestrator in your image.
There is a Start Pro Trail button, if you hit on it then Trail version will active.
