I have an automation that needs to utilize Sharepoint.

Is there a way to download a file uploaded in SharePoint to local machine?

You can use the Download file activity to download the file from sharepoint to Local folder.

It’s recommended to use Office 365 activities package for this. Follow this documentation.

You need to create the Azure App or use integration then only you can use the office 365 activities
