Search the Manage Packages (all packages) window for “pdfsharp” and install the one named “PDFSharp for Windows Forms apps”:

A more Robot like method (using UI) would be:

• Open any image in the editor which is your default.
• Print it as a .pdf.

I found a new way. I used word application and add picture then save as PDF and it worked
