I have been trying to extract tables from PDF. I have used string manipulation to extract data but it is not working.

Can anyone help me how can I extract ?

Of course, you can extract tables very easily using ML packages, deciding which package you want to use determines of the nature of your document.

Questions to ask:

If structured document you can use Forms AI
If Semi-structured or unstructured, you can use document understanding out of the box package available in ML package repository in action center. You can use machine learning extractor as your extractor in studio.
