Global Exception Handler isnot working when doing the Demo traning

I am learning the Global Exception Handler section of Error and Exception Handling in academy foundation training.I am doing the same steps as following the demo video for creating the Global Exception Handler.

But when I debugging it, the global handler does not work. only the main process is working. And then I downloaded the demo file from the site, the workflow the same as I did,i tested the one I downloaded, not working as well

Please tell me how let it work
