Comapring two excel file and sending mail

I have one excel file,where columns are named as ID,Status,email_id and few more columns and after doing invoice (some random file)uploading process i have same excel file but with one new row…which will tell status is “Success” or “Failed”,if the status is success,i need to send corresponding email to the person.please help,very limited time i have.
