How can I add 1.23.10 version of mail on Orchestrator.

This is an on-premise orchestrator?
You would have to download the Nuget package for that specific version:
UiPath Mail Activities - RPA Component | UiPath Marketplace | Versions
and then upload it to your orchestrator.
