Uploading libraries in Orch

Hello, I am currently looking for the option to manually upload libraries in to my Orchestrator.
The documentation says I have to navigate to the package/library site and then click on upload. The upload function exist on the packages tab but it does not appear when I click on Libraries. Does anyone got an idea, how I can solve this? much appreciated

I already found this solution (link) but I couldn’t find those settings in my Orch

You can go to setting-> deployment->click on tenant
