In manage packages try adding this apckage feed and check

https://pkgs.dev.azure.com/uipath/Public.Feeds/_packaging/UiPath-Official/nuget/v3/index.json

Go to settings in manage packages there you can add feed

Are there any firewalls that are blocking?
