You Should Start from UIPAth Academy
It has very good courses that take you from 0 to advanced based on your own pace.
Once you complete all the courses there you should attempt the certification
If I run out of attempts on the exam or practice, that means I can’t try again?

in other thread I read that if I failed the 3 attempts, a new payment would be required, but the certification is free until this 31st, would I have to pay for the new other attempts?
No Until March 31st You don’t need to pay for certification. However when you failed 3 attempts then you have request to the examination authority to get more attempts. They will give you without any charges until 31st March.

Yes you can take quiz and practical exam separately.No issues with that.

Make sure that,Totally 45 quiz contains(10 from level-1, 10 from level-2,rest of 25 objectives from level-3)

What is the level of practical exam in certification? are they same from level 3 or different.
just make sure you are comfortable with the exercises in the level 3 training. Practice/go through them and ensure that it meets the document provided along with it.
Check the grading scheme and see if you can learn additional stuff to obtain +1/2 marks to make up for marks that you lose

The exam is reviewed by an automated process so you get a result within 30 mins or so after you take the test. You get 3 attempts so if you fail it, you can retry 2 more times - but you must wait 24 hours between each attempt
