Transform Data from from one Excel Sheet into another

Good evening everyone,
I would again ask you on how to create a table from raw Data in Excel Sheet TestList, so that the output looks like in Excel Sheet OutputList(added manually). How many restarts for that atm happened on that date.

The amazing Toshio helped me twice. I tried it myself but I’m simply having difficulties with Linq.
