Okay, I have an updated version on what the text file looks like when I ran it with my process: 
I basically wrote out my first datable (before delimiting the values), and that is what it looked like. Some have quotes and some do not.
you can replace double quotes and comma with empty string and it will work. you might as well have to remove the empty lines from string e.g between B and C.
I might not be able to comment further as my comments threshold is more 43% for this post
