I need to use uipath to send one email as attachment to another email, as below, is this achievable in using mail activities? Screen scrape is not considered here.

Yes, this is possible using mail activities.
Use Save mail message activity to save the mail which you want to attach.
in Send outlook mail message activity in attachment collection pass the saved mail location.
