Reframework and global handler

Hello Bot Creators,
i have a doubt regarding global handler, for sequence and flowchart i understand global handler is too good to have but in case of re framework where exception handling is well designed already, is it useful to have global handler with ReFramework? and some of the features which both Reframework and global handler have like we have retry mechanism on both, then which one will execute first? also with global handler will ReFramework still goes to regular path of business exception and system exception like it generally takes.
