I guess, its populating actions based on the type of the column at design time..since we mention the column name to filter on pivot table..
try using a different column that is of the type string. then i think all the string comparison operations would appear.

Try to use filter activity in the excel activities with advanced filter option under configure filter which has not equals options over there.
