If excel application scope is used we need to have excel application installed
**Or if we don’t have excel installed
Then we can use workbook activities
** where we have all activities like read range and write range

I also had this issue and tried many stuff to fix. But eventually found that simple move Microsoft.Office.Interop.Excel.dll from the folder C:\Program Files\Microsoft Office\root\Office16\ADDINS\Microsoft Power Query for Excel Integrated\bin to the C:\Program Files\Microsoft Office\root\Office16\ fixed the problem. Till that time I had registry fixed, MS Office repaired, env var added, add-ons removed. So probably combination of all finally helped
