How to get the row number in an excel file depends on specific cell

dear all

i have a problem to solve it, and hope anybody could help me . 

i have an excel file , as the following figure

Snipaste_2022-04-21_09-26-08
in Row A , the 69th row is 2022-4-21 (the content of cell A69) , how could I get the row number is 69 and the prev cell number A68?

anybody could help me ? thanks a lot in advanced!
