How to convert multiple .csv files to .xlsx files

i am having issue while converting multiple .csv files to .xlsx as only one file is getting converted and also it is asking to add sensitivity label before conversion

thank you for your quick response. i did try but getting error as line4 has multiple headers as the files are not in actual .csv format. I have attached the sample file.The file are downloaded from website and then conversion is required.Can you please guide on it?
