Could you try the Below Workflow :
Excel_RemovePasswordProtection.xaml (6.8 KB)
It uses Interop.Excel to Remove the Password Protection from the file. You should then be able to use the XLExcel.Activities to read the file.
Let us know if it doesn’t work.
