Identify duplicate rows in datatable

Hi All, I have datatable of 10k records. and there could be duplicate rows in the datatable. NOTE : the rows get ruled out as duplicate when column “SSN” and “Start Date” have same values for 2 or more rows. Due to this condition i cant use “Remove duplicate datarows” activity. Please help. Thanks

also can you please explain what do you mean by " assign to the same user from a list of different users available" ?
