I developed a project and test locally and it works fine.
After publishing i open the new version and the workflows doesn’t appear

Do you mean you published the bot and then download the package from orchestrator and the extracted the code from Nuget package and the new workflow file is not there?
If my understanding is right, check if you are downloading the latest version of the package from the same feed you published - Personal/ Tenent.

Exactly what is the context with reference to ‘ it is not loading’ that
You are not able to run or download and unable to see the latest package.
After publishing the package you need to upgrade the version in the processes
Then your active version will be the latest one.
If you are uploading nugget package at the time only you can select the check box of making lattes r version activitie.
