Can you please explain where you are getting this…
is the machine/user you are trying to connect is given license?

I feel this issue due to firewall. If there are connectivity issues between UiPath Studio and the license server, you may not be able to acquire a license. You should check your network connectivity and ensure that there are no firewalls or other security measures blocking communication between UiPath Studio and the license server.
