What is the ILocalResource argument in DU Template for?

In the Main-ActionCenter file, according to the User Manual, there’s supposed to be 2 arguments:

I, however, see 3.

I cannot find anywhere this input argument is used. What is the ILocalResource argument, how and where is it used, and how does one pass it into the process? It would help if the User Manual was up to date.
