What happens when job priority is set to "highest"?

Hello everyone,
I have a query : What happens when is set two process job priority as “Highest” and trigger one process at 10:00 AM and second process at 10:03 AM. ??

I know when I set the process one job priority to “Medium” and second process priority as “Highest” , second process will kill the process one and starts working.

As both are set to high…once the 10 AM process completes then the 10:03 process starts
