Vlookup excel using write cell activites return out of range

Hello, so recently I try to create vlookup between two excel because the look up table via data table not return exact value as excel vlook up.
here the screen shoot of it :

this is my vlook up:
“=VLOOKUP(F”+Counter+“‘C:\Users\PC1\Documents\test\default[forlookup.xlsx]Sheet1’!$M:$P;4;0)”
or is there any other way to do that ? thanks!
