Unattended cannot bring the target application in foreground because the Windows session is locked

If you want to use an unattended robot your only choice is to install for all users. The robot service that can handle logging in and out has to run in session 0 for all users.
There is no such thing as an unattended robot with user only install.

Yes,
Finally, I must install with all users and I can use each unattended license per machine(Windows Server),

I cannot use 2 sessions, 2 unattended license.

So sad…

you can use two sessions if HD robots or multiple sessions are enabled
