Unable to install or upgrade Action Center due to Orchestrator connection issue

Action center upgrade (or installation) failing with the error:"An error occured while connecting to Orchestrator. Ensure that url entered points to valid Orchestrator instance. Unexpected character encountered while parsing value: <. Path '', line 0, position 0."

Action Center is installed on top of Orchestrator (it cannot be installed on its own, without having Orchestrator first), so it's mandatory that the device where Action Center will be installed/upgraded, is allowed to connect to the Orchestrator site.

When the installation fails with the error message: "An error occured while connecting to Orchestrator. Ensure that url entered points to valid Orchestrator instance. Unexpected character encountered while parsing value: <. Path '', line 0, position 0.", it means that the device where Action Center is to be installed or upgraded, cannot reach the Orchestrator URL (if you access that page through a browser, you cannot access it).

In order to troubleshoot this, check the following:

  1. Is there any Network Load Balancing solution in place directing the traffic and protecting the Orchestrator Server(s)? If yes, be careful to enter the Orchestrator URL in the installation wizard, not the Network Load Balancer URL.
  2. Is there any proxy setup in place? If yes, make sure that it has exceptions allowing for traffic to the Orchestrator sites or, if permitted, disable it temporarily and run the installation.
