Unable to allocate developer license to tenant

Yes, when it’s disabled you are not able to see the Rule Allocation and the only way to enable a developer license to an account is adding that account to Automation Developers group.

for me , the user management is enabled from begining.

However my issue is resolved after I reinstalled the UiPath Assistant and signin from uipath assistant.
