Trying to add the values in "1 column" with respect to the another column on conditions

I am trying to add only those values in the column Amount in local currency where the Clearing date column is Blank or the month is current month. Please check the screenshots below.

I have added the .xlsx and .xaml files for better understanding. Please guide me on this issue.
