So both a Testing and a non-production licence cannot be used for commercial production work.
They are for testing code before running it long term on a Production licence.
Testing licences have abit more flair to them as you can use to not only run a job/process you want to test, but also any test cases in a project on a schedule etc. They can be used in tandem with Test Manager or without.
Without a Test Licence you cannot run Test Projects or Test Cases in a normal project unattended.
