The packages access issue is back.

But now I can’t even set all users/groups to full control (Apply & OK), as I’m getting spammed with another access denied pop-up.

This issue should’ve been fixed in 23.4.1 according to @alexandru

Could you please add the full error stack (via the copy to clipboard option)?
(or even the full log, which you could send to us via a private message)

Thank you for letting us know. Apparently, an old issue slips through to the current release. We are working on a quick fix which should be available very soon. I’m really sorry for the inconvenience.

We just shipped a 23.6.1 patch that will fix (again) this issue.
