The meaning of "global" for alerts

Hi, I am a bit confused reading about Alerts when it’s stated that “The page is global meaning you receive alerts from all your folders and you can’t select more granular options.”

Does this mean that
a) the global setting is for the user logged in (meaning it is related to folders the user can access)? I.e. is “your” to be read as the user.

b) the global setting is for the tenant (meaning it is affecting all users in the tenant)? I.e. is “your” to be read as the tenant.

I’d like to know what this means too.

Let’s say I have two folders, Dev and Prod. Bob has access to Dev only. He doesn’t have access to Prod.

Now I give Bob access to alerts. Can Bob see alerts for both Dev and Prod?
