Hi,
Not sure, I have an alternative for this: you can try with invoke code activity using speechSynthesis datatype variable, use string you want to be spoken in the in parameter property and this will work.

Please let me know in which version Text To Speech activity is there. I am not able to find this activity. Please tell the package name as well.
