Tenant Creation Issue

I just installed Orchestrator. I’m trying to create a tenant but do not have the option to. I modified the Tenant.Registration.Enabled to true in the web.config file. From the Login page, I do not see the “click Become a tenant” option. My login page only has the option to input the Tenancy Name, Username or email, password, and the option to log in with Windows.

Any ideas?
