Issue Description: Connected, Unlicensed if connected Unattended template to Robots even after sufficient runtimes.
Resolution: For the template, give only one runtime and it will be consuming the license at the tenant level. For example: if allocated 3 licenses to the Tenant and give 1 runtime to the template, then 3 Robots can get connected to the created template. This is as per the license model as template is not holding any license, it just connects to the Robots and consumes the given runtimes at template level.
