Studio Web - How to create a template from a project

From Studio Web document, it indicates that if want to create template follow the steps below:

  1. Open a project in Studio Web.
  2. On the upper-right side of the project designer, click Submit as template

However, I cannot find the Submit as template button.
(I am the Studio Web Administrator already)
May I know how to handle this issue?

From that docs page:

NOTE: Only users with the Studio Web Administrator or Organization Template Author roles can create and manage custom templates.
