Yes, cloud Orchestrator. I have no idea how else to procure a license? I filled out a large application and sent, then received a link to Orchestrator. My license is through US Air Force, US DoD user.

Okay so you have the Automation Developer license available, great.
Now go to accounts and groups from which identify your user to assign the license.

I can see it in your second screenshot 4th menu tab after robots tab in the tenant.

Please go to Tenant > Manage Access > your UserName > click on Edit > click on Next > Select License type as Automation Developer > Click Update
