SQL Connection time out in pre-login handshake

Intermittently users are not able to log into Orchestrator. Users are able to enter credentials but then get a Windows.Scheme error.

StatusCode: 500,StatusDescription: "InternalServerError",Message: "No authentication handler is registered for the scheme 'Windows.Scheme'. The registered schemes are: idsrv, idsrv.external, windowsTempLogin, Identity.Application, Identity.External, Identity.TwoFactorRememberMe, Identity.TwoFactorUserId, Bearer, Windows. Did you forget to call AddAuthentication().AddSomeAuthHandler?"

Need to configure MultiSubnetFailover=True in SQL connection string.
