Welcome to UiPath,

if community or higher then go to orchestrator → tenant → manage access → edit user → assign automation developer role again

Yes, only Orchestrator admin can grant the licenses then you will able to do.
@Meera_Pillai Do you have admin access of orchestrator ?

Can you please elaborate more on this as it’s hard to understand where you are getting this message/error.

Get a developer licence allocated to your user ID.
